A title proper is selected as the chief name of the manifestation from all of the titles that appear in the manifestation and external sources of information.
A title proper is normally the basis of the value of a has authorized access point of manifestation element.

- The title that is made most prominent by typography in the manifestation.
- The title that is the fullest.
- The title that is in the same language or script as the spoken word, tactile text, or text content that is embodied in the manifestation.
- The title that is given in the language or script of choice of the cataloguing agency.
- The title that appears first in a prominent manifestation statement when there is no collective title.
- The title that appears in the manifestation that embodies the expression of the earlist issue or iteration of a diachronic work that is known to the cataloguing agency.

For a manifestation that embodies the expression of a diachronic work, do not record a value that is an insignificant change from an earlier common title. An insignificant change includes:
- a difference in the representation of a character, word, ideograph, or punctuation mark, including abbreviation or expansion, spelling, and grammar
- a difference in the presence or absence of a character, word, or ideograph that expresses grammatical relationship, including articles, prepositions, and conjunctions
- a difference in the presence, absence, or order of characters, words, ideographs, or punctuation that are associated with the name of a collective agent or a kind of diachronic work
- a difference in the presence, absence, or order of characters, words, ideographs, or punctuation that indicates the same subject coverage of the diachronic work that is embodied by the manifestation
